(b) Except for one duplex dwelling or two single-family dwellings on any single building site, neither of which may be used as a transient accommodation rental, access to any individual parking space shall not be directly from or to a street but must be reached from an on-site access driveway of proper design and width to allow for passage of vehicles and necessary turning movements to eliminate the need for backing out into roadways.
