Having fought this battle since 1989 on Oahu,and suggesting Non Conforming Use Certificates, having sat on therevious
Mayor's Vacation Rental Task Force and suggesting Bill 89,which was very helpful and fought our latest attempt,to keep the
current Zoning in tact, here are my thoughts
You are much better off maintaining and regulating these rentals than trying to eradicate them,as there is a demand for them
and supply will be needed wether you agree or allow or not.The further problem will be trying to enforce,the E word in
Hawaii. If you look around, not much is truly enforced. Even our hard core criminals are semi corralled by a catch and release
system as we don't have the capacity to contain them.
And the DPP's are not staffed well enough to be able to enforce even the current rules, let alone new ones.
Besides this hard fact,there are areas, like Volcano,where non hotel stays are needed to accommodate the tourism the state
solicits all over the world!And complains we don't have enough and we travel farther to solicit harder.With all that pounding
solicitation we had better have places to put them all.
The charm of the surroundings they get to stay in are lasting memories they remember forever.Are you really going to take
that away from them and then go solicit more tourism?
This State is in a massive state of disconnect when it comes to this issue of bringing them in with nowhere to go. In fact,you
will lose a major swath of visitors if you pass these laws,referring to the tourist population who do not want to stay in hotels.
Surprise us all and do what makes sense and us reasonable and support this sector of your tourism, rather than restrict and
punish them.
