Dear Chair Kierkiewicz,Vice Chair Inaba, and members of the County Council,
I would like to take this opportunity on behalf of the Hawai'i Island Housing Coalition to submit --0
testimony in support of Bill 123 Relating to 'Ohana Dwelling Units.
As drafted and proposed, Bill 123 would amend various chapters and articles of the Hawai'i County-Code -
and establish clarity and consistency with the use of the term "accessory dwelling unit" in place of
"ohana dwelling".
The Hawai'i Island Housing Coalition is a stakeholder working group of the Vibrant Hawai'i non-profit
with a commitment and focus on addressing our island community's housing crisis. Our membership is
comprised of representatives of various non-profit organizations, businesses, community members, and
county government representatives. Since its inception the Housing Coalition membership has been
working collaboratively on identifying not only the barriers and obstacles contributing to our housing
shortage and crisis but on solutions and opportunities to turn the tide on this mounting issue. Among
our many strategies are endeavors to:
• Increase Home Production and Preservation
• Support Land Use Policy that Promotes Equity and Affordability
• Support the Development of Vacant Parcels Tied to Infrastructure
The proposed language and provisions of Bill 123 may provide the support and pathways for our Hawai'i
Island residents considering the construction of additional housing units and living spaces on owned and
occupied residential properties to accommodate among other things,aging in place with family,
extended family assistance, graduating college students returning home, and multigenerational
households.
On behalf of the members of the Hawai'i Island Housing Coalition, I strongly encourage your support
and passage of Bill 123 as a measure that could play an essential role in increasing housing options for
our island residents.
