I'm referring to the proposal to change ordinance (Bill # 125) and would like to take the
opportunity to provide my written testimony in this matter.
I am an avid cyclist and love riding my bike on Highway HI-250 over Kohala Mountain.
The views and scenery are truly unique. During my bike tours, I use a strong blinking
taillight to alert motorists to my presence. Due to the lack of a dedicated bike lane, I ride
as far to the right as possible. However, I consistently experience motorists yelling at me
and passing with less than 3 feet distance, which is required by HI Rev Stat 291C-43.
As a responsible driver myself, I understand the challenges of encountering cyclists on
curves, and I take precautions by slowing down when navigating the Kohala Mountain.
I doubt that a ban on commercial use of the road will improve my safety as a cyclist.
Instead, I urge the honorable members of the council and committee to refrain from
imposing a ban on commercial bicycle use on these roads. Instead, p prIvose

- Implement a lower speed limit. -`
- Enhance signaling for both cyclists (single file riding is required by HI Law, live 5-gap
between between riders that motorists have better options to pass) and motorists (be aware of
cyclists).
(Long-term)
- Explore the possibility of constructing a bike lane, similar to Waikoloa Road, at least in
one direction.
