I request the county provide further consideration and due diligence on the issues below before enacting public roadway access limitations. 1. Have these roadways documented higher accident rates? 2. Will this ordinance change improve public safety, and if so, how will this be measured/proven?Will assessment be included in the proposed changes? 3. Have experts, constituent public stakeholders, and bicycle and safety organizations been consulted regarding possible alternatives? 4. Do the proposed changes respond primarily to particular interests while reducing access and use of a publicly funded asset/roadway(s)? 5. What other national standards and traffic policy alternatives have been reviewed that improve safety and respond to traffic delays and shared roadway use? Examples include headlights in tunnelstail lights on particular roads, and signage requiring cyclists to stop to let cars pass when "_"#of vehicles are delayed. 6. Other organizations the county has previously consulted but which have not been consulted on this Bill include: • PATH is involved with Safe Routes To School, Complete Streets implementation, Bike Share, and several other bicycle and pedestrian programs. • Hawaii Cycling Club has members who are LCI (League-Certified Safety Instructors)that could supply input on safety. • During Phase I and II of the Queen K widening project, LCI participated in ensuring cyclist and pedestrian safety, planning, and implementation, improving safety in several areas for all traffic participants. 7.Traffic Safety Committees,which supply advice and allow public input, have not been informed or consulted. 8.
