We would like to testify against Bill 125 In the interest of preserving the Hawai'i State Law requtTem :br
the State Department of Transportationand the County Transportation Departments to work tcether to
create roads that are safe for all forms of transportation and adopt a complete streets policy to�
reasonable accommodate convenient access and mobility for ALL users of the public highways and
roads within their respective jurisdictions, including pedestrians, bicyclists,transit users, motorists and
persons of all ages and abilities, pursuant to Hawaii Revised Statutes (HRS) section 264-20.5
In addition Bill 125 looks to discriminate against one certain user by banning their use of these specific
roads. When traveling these roads by cycling or by driving we do encounter other slow moving users that
create a similar situation and wonder why they have not been banned as well- including horse riding
enterprises, wide horse trailers, ranch tractors etc. Therefore Council should consider not prohibiting
alternate forms of transportation like cycling and target one specific category of road user but work to
create roads that are safe for all forms of transportation. Following the Complete Streets policy
mandated by HRS section 264-20.5 would be a step in a better direction than Bill 125.
Please do not pass Bill 125 and keep our roads open to all users while working toward better solutions.
