CALL TO The regular meeting of the Policy Committee on Infrastructure and Assets
ORDER: was called to order at 1:51 p.m., in the Council Chambers, Hilo, by
Ms. Ashley L. Kierkiewicz, Acting Chair.

Bill 119: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 1, OF THE HAWAIʻI
COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO
SPEED LIMITS
Adds speed limits ranging between 25 through 45 miles-per-hour for Honokaʻa-
Waipio Road.

Motion to Approve: Ms. Galimba moved to recommend passage of Bill 119
on first reading. Seconded by Mr. Inaba.
ACTING CHR. KIERKIEWICZ: Any discussion on the measure?
MS. KIMBALL: Yes, if I may. First of all, I want to thank the Department of
Public Works for their help in drafting this bill, but in particular, give credit to my
Legislative Assistant, Dot. She did a lot of the heavy lifting on this and then we
had some shenanigans about how it went through the process. So it’s not coming
from our office, but our office did all of the work and I wanted to make sure she
gets lots of credit for that.
But this is a housekeeping measure. This piece of roadway, which is the road that
runs from the Farmers Market on the southern side of, well southeastern side of
Honokaʻa, all the way out to Waipiʻo Valley, used to be a State highway. We
traded it for a portion of Highway 19 that we owned and so, now this is a County
roadway, in good condition. We got it in good shape from the State. So, this is
just adding the speed limit information to the tables in the Code, and I want to
thank everybody for helping to put this bill together. Thank you.

MS. EVANS: Thank you. Yes, it’s really nice to see this. I just wanted to point
out that I’ll be coming here in the very near future with another one of these
ordinances that are coming about because the State and the County swapped
roads. So, I have now a County road that was a State highway. We’re actually
having the—Director Pause will be coming out in my community in a couple of
weeks. We’re going to have a town meeting on the current speed limits that had
been posted by the State Highway Department, and we’re going to revisit those
speed limits to see if that’s more accurately reflected in any changes that may

have happened over time. So, I will be coming forth with one in the near future.
