I have profound concerns over the Puna CDP Action Committee's recent deliberations
on using land beyond their district, particularly involving the DHHL lands in Panaewa
and Keaukaha, for traffic solutions. Such proposals disrespect and undermine the rights
and waiwai of our Hawaiian community. These 'aina are reserved for our Kanaka to
dwell, not for throughways that would primarily benefit Haole landowners, further
inflating real estate prices and pushing homeownership out of reach for many Kanaka.
The Hilo CDP is outdated from 1975! lacking an active committee, neglects the 'Ike of
Keaukaha and Panaewa families. This neglect is a direct reflection of systemic
deficiencies that disregard the kuleana of DHHL beneficiaries and all Natives. Despite
the County's General Plan requirement for a review every decade, our voices remain
unheard in the planning process. This omission by the Planning Director to listen and
update the plans is not pono, failing to reflect not only the island's changes but also the
will of its native people. I am a resident in Puna and want better access but not in this
manner at the cost of taking lands from Native Hawaiians. There has to be compromise
or a better way. The opposition to Bill No. 107 by DHHL members from Keaukaha and
Panaewa speaks volumes, signaling to the County Council that the proposed changes
lack Hawaiian support. The approach by Puna CDP and legislators lacks the malama.
for DHHL landowners' rights. The absence of true consultation free from bias reflects
colonialist tactics, a path far from the Hawaiian value of pono. I strongly oppose Hawaii
County Bill no. 107
