I want to urge the county council members to vote FOR Bill 107 to study the area for an alternate road for the Puna area. I also want to encourage the council members to vote AGAINST Res.416-24 to restrict the area of the study. I understand fully the hassles of having a main road through a residential area. I live on Kahakai Blvd.When I first moved here there was just traffic in the mornings&late afternoons. On the weekends there were maybe about 12 cars total on Kahakai Blvd each day. But since the eruption of 2018 &the influx of so many new homes, traffic has increased on Kahakai exponentially. It is loud &dangerous to even try&cross the road. I would not wish this on any area. That being said, I think to do the initial study,ALL areas should be included.To eliminate any one area is a waste of a study, a waste of taxpayers money.Just because certain areas are studied does NOT mean that the new road will go through that area.ALL areas of the East side should be included, mauka & makai. Having a second egress road for Puna is no longer a luxury, but an absolute necessity. It is just a matter of time until citizens of this area start dying because an emergency vehicle cannot get through or a natural disaster forces a mass evacuation. Continuing to make'improvements'to Rt 130 is a waste of time &taxpayers money. So far the improvements, the roundabout at Ainaloa, has turned Rt 130 into a parking lot.As long as the county keeps issuing building permits for this area,the county has the kuleana to make sure the residents have the capability to remain safe.Without another road, no one in Puna is safe. I hope that the study will find a good area fora new road without using Hawaiian Homelands.
