I favor Bill 107,which accepts $1M from the State Legislature plus $500,000 from the County Administration
to conduct a comprehensive study of options for an Alternative Route to Hilo other than Hwy 130. Contrary to
popular belief,there has never been a comprehensive study of this issue,just folks drawing lines on Maps for
the development plans coming out of Planning.
Resolution 416-24 was added last minute. It seeks to expand the scope of the study proposed under Bill 107 to
look at Puna/S. Hilo district connections for Mauka Puna, yet at the same time, the Resolution 416 seeks to limit
the scope of the study by requiring that NO DHHL lands be considered -- even those that are currently
undeveloped! I agree with the 4,000 beneficiaries of Panaewa about concerns that Puna traffic will increase
along Railroad Ave and through their communities. However, placing limitations on the scope of the study is
unwise. We've never had a Professional Comprehensive study of the options. Once those options are revealed,
then the scope can be modified through other planning processes that will follow, such as conducting an EIS or
EA. PLEASE don't throw the baby out with the bathwater! r,
