(2016 EDITION, AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO '
ESTABLISHING A REGISTRY OF REAL PROPERTY OWNER INFORMATION.

My name is Leila Kealoha and I am submitting my testimony on Bill 126-Relating to an
Ordinance amending Chapter 14, of the Hawaii County Code 1983 (2016 edition, as
amended), by Adding a new article relating to establishing a registry of real property
owner information. I support Bill 126.
I understand that Bill 126 would establish a registry of contact information so that
County agencies can get in touch with property owners, or their designee, regarding
potential/impending/current impacts to their property including:
• Alert of potential squatting and determine if tenant is authorized to be there or
not
• Coordinate removal of invasive species such as albizia
• Alert of illegal vehicle dumping or other waste that impacts the environment
• Alert of potential hazards such as impending eruptions, fires, floods, and
hurricanes
• Providing official documentation should property be damaged by a natural
disaster and property owner needs to file a claim with the federal government
or insurance provider
Currently, 40% of Hawaii Island properties are owned by people or organizations that do
not live on Hawaii island. It is imperative that the County of Hawaii be able to contact
property owners for the above stated purposes. This is also a major issue within the

Department of Hawaiian Homelands property inventory and the current homestead
associations. I would like to ensure that these properties are included in this process.
The safety, security and well-being of landowners and residents within our island home
are of utmost importance. I am asking for your support for Bill 126. Mahalo for the
opportunity to testify on this measure.
