To Hawaii County Council Members,
My name is Kihei Ahuna and I support resolution 416-24. I'm a Hawaiian homeland beneficiary (KPFA board
member/President of the nonprofit that serves KPFA) on the Panaewa farms lots. I strongly oppose railroad
avenue as an alternate route to accommodate an already overflow of traffic that will increase the existing danger in
our Hawaiian Homelands community. Our Railroad traffic is already maximized and cannot be overburdened by
the increasing traffic that already exist that are impacting the safety and well being of our community. Not to
mention the added exhaust emissions it will create to our community environment.This plan to come thru our
lands is a convenience rather than a safety and wellbeing for the commuters of Puna.The plan to connect railroad
to accommodate the puna community has been discussed and clearly decided by our people, supported by the
Department of Hawaiian homelands in recent months issuing a public testimony declaring that OUR LANDS IN
PANAEWA AND KEAUKAHA SHOULD NOT BE CONSIDERED FOR THIS PURPOSE.The routes
mauka of highway 130 is the route that will alleviate congestion woes that the puna and volcano community needs.
It will be more efficient and in my opinion make for a better evacuation for them and allow us to evacuate
efficiently being that they will not be on the same road with us when we need to evacuate mauka. An alternate route
that commutes thru their community accessing the upper side of 130 is where the evacuation makes more sense and
will serve both puna and volcano to commute into Hilo. Resolution 416-24 has been sent to me to review and
therefore I support resolution 416-24. I humbly ask that for your support of resolution 416-24.
