HAWAI'I COUNTY COUNCIL ---- ,n, January 24, 2024 @09:00 In consideration&support of RESOLUTION 416 Relating to removing parcels under the jurisdiction of the Department of Hawaiian Home Lands from consideration when studying the feasibility of a Puna Makai Alternate Route I am writing in support of Resolution 416, as this study will benefit Hawai'i County residents by ensuring safe,alternate access to emergency services and resources between Hilo and Puna.This study aligns with the State's and County's commitments to help equitably coordinate policies and programs to support our underserved and vulnerable populations. • Creating a highway through DHHL lands is a form of racial environmental discrimination. Highways have been proven to pollute adjacent properties with various heavy metals, benzine and diesel exhaust byproducts.This would disqualify farms from being organic. •The current plan will create major traffic congestion at the intersections of Highway 11 and Puainako, Makala and Leilani as most commuters need to cross over Highway 11. •DHHL submitted testimony to remove consideration of their parcels from this study. • Prevent further re-traumatizing our homestead communities. This resolution provides clear guidelines for the Mayor and his administration to assure the study is efficient, relevant, and sustainable for everyone who lives,works,and plays in the affected areas. I strongly urge the Council to support this resolution. Thank you for the opportunity to provide testimony in support of Resolution 416.
