I am Patrick L Kahawaiolaa,a native Hawaiian,as defined,pursuant to the HHCA, 1920,as amended July 9, 1921(42,42
stat.108)...
I'm sending this testimony to SUPPORT Resolution 416-24,which URGES the Mayor when the Study to Alleviate the Congested
Traffic out of lower Puna (PMAR)is conducted that the LANDS having the status of Hawaiian Home Lands BE EXCLUDED from
sais Study... my reasons are as followed:
With due RESPECT to to the language in the County Charter§1-2,The County DOES NOT OWN HAWAIIAN HOME LANDS,The
officers in charge with the"administration of said ACT"is not this County officials...that kuleana (responsibility) lays
EXCLUSIVELY with the Hawaiian Homes Commission "and no other governmental agency"...
