I hope this email finds you well. I am writing on behalf of Na i Pa'a, a nonprofit organization
dedicated to the protection and restoration of Hawaiian Lands through education, to express our full
support for Resolution 416-24. This resolution, though non-binding and enforceable, plays a crucial
role in documenting our strong opposition to the inclusion of homestead lands in the Puna Makai
Alternate Route (PMAR) Study.
Resolution 416-24 aptly addresses our concerns and advocates for the following key points:
1. Removal of DHHL Parcels from PMAR Study: We endorse the resolution's call for the Mayor
and the Public Works Director to remove parcels under the jurisdiction of the Department of Hawaiian
Home Lands from the PMAR Study. This is a critical step in ensuring the protection of our homestead
lands from potential adverse impacts.
2. Avoiding Connection of PMAR to Pana'ewa/Keaukaha Communities: The resolution
rightly emphasizes the importance of not connecting PMAR to the Pana'ewa/Keaukaha communities.

3. Consideration of Alternative Routes Mauka of Highway 130: We appreciate the
resolution's call to consider alternative routes mauka of Highway 130. Exploring alternatives
demonstrates a commitment to finding solutions that address traffic concerns while avoiding the
negative impacts on our homestead lands.
We believe that supporting Resolution 416-24 is a crucial step in safeguarding the interests of our
community and maintaining the well-being of our homestead lands. We urge you to consider the
