This presentation is an overview of the Climate Pollution Reduction Grant, its funding
streams, and the County's participation in applying for federal funding.

Climate Pollution Reduction Grant
► Two funding streams:
Planning Funds: Formula funds for planning and engagement of Priority Climate
Action Plan (PCAP) and Comprehensive Climate Action Plan (CCAP)
Resolution 211, Bill 60; Approved MOA and recipient of funds with DLNR/Climate Change
Commission for planning and engagement
r. Implementation Funds: Competitive funds for proposals that directly mitigate
greenhouse gas emissions
o. Current Bill; Approval of MOA and recipient of funds with Hawaii State Energy Office to
apply for implementation grant as a Statewide Coalition
Planning Funds : PCAP and CCAP
► Formula: $3m to each State, $1 m to the top 67 metropolitan areas (City and County of Hdiholulu)
► DLNR / State Climate Commission is leading the planning effort
► Hawai'i County received $350k subaward for Outreach Specialist and engagement budget
► Priority Climate Action Plan:
► High level, statewide priorities for greenhouse gas mitigation strategies
► Huanani Partners is lead consultant
► PCAP due: March 1, 2024
• Projects and proposals for implementation grant must be aligned with PCAP.
• Short turn around period means PCAP is high level
► Comprehensive Climate Action Plan
r Comprehensive, detailed Statewide strategy grounded in community engagement
0. County ICAP is completed, will use $350k subaward and outreach coordinator to begin process of community climate action
planning
0 Currently developing outreach and engagement strategies, strong focus on equity, youth, and place-based narrative of climate
resilience
CCAP due: April 2025
Implementation : Competitive Proposals
$4.6B total, State of Hawaii is pursuing the $20m-$50m tier as a coalition
Hawaii State Energy Office is leading the implementation grant
E3 is lead consultant
Hawaii County submitted 3 projects, 2 of which were selected for funding
Paratransit Fleet Electrification and Expansion - MTA, Acquisition of 12 electric paratransit vans; $4m
Reusable Foodware Distribution and Sanitation - DEM, Expansion of SWIFR Grant; $2m
Hydroelectric Turbine Replacement - DWS, Replacement of defunct hydroelectric turbine; $750k
Total Funding Request: $9m for County, $6m was accepted
Community based projects are also included
