STATE OF HAWAI`I •1TE OF H'� • RESOLUTION NO. 438 24 RESOLUTION AUTHORIZING THE PLANNING DEPARTMENT TO AWARD FUNDS TO VARIOUS NONPROFIT ORGANIZATIONS THROUGH THE KILAUEA RECOVERY GRANT PROGRAM WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code (2016 Edition as amended) states, Grant awards in excess of$25,000 to nonprofit organizations shall specifically identify the organization receiving the grant funds and the purpose for which the grant funds shall be used in an ordinance or resolution; and WHEREAS, Chapter 2, Article 25, Section 2-136(5) of the Hawaii County Code states, "nonprofit organization" means an organization organized for other than profit-making purposes and which has a current 501(c)3 tax-exemption from the Internal Revenue Code; and WHEREAS, the organizations specified in "Exhibit A", which correspondingly qualify as nonprofit organizations as defined above, will provide relief, recovery, mitigation, and long-term resilience for disaster damages, losses, and suffering caused by the 2018 Kilauea eruption; and WHEREAS, the Planning Department wishes to provide a total of$3,293,400 to these organizations as outlined in "Exhibit A"; now, therefore BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I, in accordance with Chapter 2, Article 25, Section 2-139(a)(3)(A) of the Hawaii County Code, the Planning Department is authorized to provide grants totaling of$3,293,400 to various nonprofit organizations as specified in "Exhibit A" to provide relief, recovery, mitigation, and long-term resilience for disaster damages, losses, and suffering caused by the 2018 Kilauea eruption. BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Finance Department, and the Planning Department. The additional funding for the purchase has been committed in legally binding documents. Kua 0 Ka La will be expanding to include high school. This will enable the school to have a permanent home. Hawai'i's Volcano Circus Restoration of infrastructure damage to the $497,000.00 Seaview Performing Arts Center. Roof SPACE Restoration Replacement and repair for main building, re- install shade structure over playground, rubuild greenhouse, and restore solar and water systems. Arts & Sciences Center Grant funds will support the planning, $336,000.00 engineering, and designs related to connecting ASC Campus Planning & a new water line, wastewater treatment, and Development engineering of flood mitigation on the Hawaii Arts and Sciences Center Public Charter School. SHAC Foundation Project to complete Phase One of the Puna $300,000.00 Flower Power greenhouse and packing facility, Puna Flower Power built to replace infrastructure lost in the eruption. To regrow Puna's orchid industry, train nursery people, provide employment. Men of Pa'a Men of Pa'a will offer comprehensive job $220,000.00 training and skill development to men re- Men of Pa'a Workforce entering society from the justice system. The Development Project program will include their families and youth. Includes financial literacy, resume building, interview preparation and job readiness . 1 EXHIBIT A Kilauea Recovery Grant Program Year 2 January 2024 SHAC Foundation In collaboration with the floriculture industry $200,000.00 and Hawaii Community College, SHAC Foundation will recruit and train apprentices. Floriculture Graduates will be qualified to manage or own Apprenticeship an orchid growing enterprise. Creating a template for ongoing training programs. Purple Mai'a Foundation A workforce development project to provide job $175,000.00 training and career development, through a Purple Mai'a Workforce digital creators workforce development Development pathway. An 11 week intensive program on digital marketing, design, includes paid internships. Food Security Hawaii A project to install beds in the new greenhouse, $150,000.00 add a 20,000 gallon catchment tank, and run Nui Lani Farm 2 irrigation. Restore 2 damaged greenhouses, provide employment. '0 Maku'u Ke Kahua This project will deliver economic, educational, $150,000.00 Community Center cultural, and public safety resources for farmers, families, youth, and the Puna Mala Ho'oulu 'Ike community through educational programs, Educational Program further infrastructure, and marketing promotion. Na Maka Haloa o Waipi`o Project to create and conduct community $140,000.00 workshops, an ethnobotanical garden, increase Ho`a'a i Kanalani community's knowledge of Hawaiian history, culture, traditional land and plant use. Malama 0 Puna Project to restore road access to valuable $125,400.00 agricultural land, connect to Pohoiki Road. Kealoha Estate Ag Roads Provides access for 10+ TMKs totalling 724 acres of agricultural land. 2 EXHIBIT A Kilauea Recovery Grant Program Year 2 January 2024 Pahoa Lava Zone Museum A project to re-open access from Highway 132 $125,000.00 to 22 TMKs totalling 460 acres of agricultural Halo Lio Road Restoration land. Restore approximately 2 miles of road, permitting, grading, gravel. Hawaii Animal Kuleana Federal regulations PETS Act, PKEMRA, & $125,000.00 Alliance NRF mandate state and local plans for animal disaster preparedness and rescue plans. This Disaster Preparedness project will fund their Emergency Rescue and Training Disaster Preparedness programs by training, equiping, and certifying animal rescue volunteers. Hawaiian Volcano The program will train moderators for up to 6 $100,000.00 Education & Resilience virtual hubs using social media to keep the Institute (HVERI) public informed and sustain its ongoing volcano education program. Furthering the disaster Community Resilience preparedness and education. Through Social Media, and Volcano Risk Education Pohaku Pelemaka Create an `Ghana Stewardship &Adaptive $100,000.00 Management plan for Ka`akepa. Strengthen Natural & Cultural relationships with DLNR, DORAW, DOCARE, Preservation CoH Parks and Recreation, nonprofit organizations, and private landowners. Work with these partners on projects at Isaac Kepo`okalani Hale Beach Park and Kahu `Aina Hawaii Stewardship Program. Pahoa Lava Zone Museum Project to complete road and infrastructure $50,000.00 restoration for road to access more than 16 Malama Homesteads TMKs in the Malama Ki area totalling 275 acres Recovery of agricultural land.
