Additional federally derived funds in the amount of$118,750 are being provided to the Civil Defense Agency to fund the updating of the Multi-Hazard Mitigation Pland and to purchase Adobe software licenses. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these additional funds into the Civil Defense Agency's Civil Defense EMPG account. The Civil Defense Agency is requesting that this bill be waived from the Finance Committee and be placed on the February 21, 2024 Council agenda in order to expedite the receipt of these funds. Hawaii County Civil Defense Agency submitted a supplemental request to fund the updating of the Multi-Hazard Mitigation Plan per FEMA CFR requirements. An additional funding of$114,750.00 was awarded by the State of Hawaii, Department of Defense, Hawaii Emergency Management Agency(HIEMA). A second addendum was awarded to fund Adobe Licenses for all Civil Defense Agency staff in the amount of$4,000.00. The FY23 grant program provides funds to support a comprehensive emergency management program able to respond to natural and human-caused hazards, homeland security related incidents, and other emergencies that may threaten the property, safety, and well- being of citizens, communities, and the environment.
