The State of Hawai`i, Department of Defense, Hawai`i Emergency Management Agency
has previously awarded $225,000 to the County of Hawai`i through the Emergency
Management Performance Grant Program. Additional federally derived funds in the
amount of$118,750 are being provided to the Civil Defense Agency to fund the updating
of the Multi-Hazard Mitigation Pland and to purchase Adobe software licenses.
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating these
additional funds into the Civil Defense Agency's Civil Defense EMPG account.
The Civil Defense Agency is requesting that this bill be waived from the Finance
Committee and be placed on the February 21, 2024 Council agenda in order to expedite
the receipt of these funds. If there are any questions,please do not hesitate to call

A. REQUEST:
Requesting approval for an appropriations bill to increase the FY23 Emergency Management Performance
Grant(EMPG)funds from the State of Hawaii by$114,750.00 for Addendum 1 and $4,000.00 for Addendum
2. Request for both new Expense Account No. and Revenue Account No. In addition, the Civil Defense
Agency is requesting to waive Finance Committee review, due to the limited timeframe that we have to
expend the grant funds.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii was projected to receive an FY 2023 Emergency Management Performance Grant
(EMPG) award by the State of Hawaii for$225,000.00. Hawaii County Civil Defense Agency submitted a
supplemental request to fund the updating of the Multi-Hazard Mitigation Plan per FEMA CFR requirements.
An additional funding of$114,750.00 was awarded by the State of Hawaii, Department of Defense, Hawaii
Emergency Management Agency(HIEMA). A second addendum was awarded to fund Adobe Licenses for
all Civil Defense Agency staff in the amount of$4,000.00. The FY23 grant program provides funds to support
a comprehensive emergency management program able to respond to natural and human-caused hazards,
homeland security related incidents, and other emergencies that may threaten the property, safety, and well-
being of citizens, communities, and the environment.

and county has a cost share of 25% ($38,250). Adobe Licenses are being funded at
$4,000.00 with a no-cost share.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
