SUBJECT: Submitting Resolution No. 423-24, Draft 2; a Resolution
Transferring/Appropriating an Appropriation Out and From a Designated Fund
Account and Crediting Same to a Designated Fund Account to Provide a Grant to
Humanity Hale to Assist with Expenses Related to its Life-Enhancing Art
Therapy Program for At-risk Youth
Attached, please find Resolution No. 423-24, Draft 2. Resolution No. 423-24 was amended by the
contents of Communication No. 706.1, as duly approved by the Council during its meeting on
February 7, 2024.
The Council voted to suspend Rule No. 23-1(d) of the Rules of Procedure and Organization of
the Council, which requires the holdover of a substantively amended resolution, and adopted
Resolution No. 423-24, as amended to Draft 2.
