A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HUMANITY HALE TO
ASSIST WITH EXPENSES RELATED TO ITS LIFE-ENHANCING ART THERAPY
PROGRAM FOR AT-RISK YOUTH.
WHEREAS, Humanity Hale is a 501(c)(3) nonprofit organization whose mission is to
provide life-enhancing programs to underserved, at-risk youth through education, art and culture,
life skills, and trauma support; and
WHEREAS, Humanity Hale was created to ensure that youth have a place to feel safe,
where they can discover tools to release trauma and transmute pain through group and individual
therapy and various programs that focus on their overall well-being; and
WHEREAS, Humanity Hale's life-enhancing Art Therapy Program is a key program
that uses art therapy and related activities to learn how to recognize and manage stressors and
triggers, as well as develop coping skills and strategies that are designed to encourage emotional
healing; and
WHEREAS, the Art Therapy Program holds youth classes for ages 8 to 17 every
Saturday, with its current session running from February 3, 2024, to June 30, 2024; and
WHEREAS, the Art Therapy Program for at-risk youth is growing, and Humanity Hale
is requesting funds to assist with the purchase of(1) laptops to replace the 2008 versions that are
used for art presentations, (2) additional and replacement art canvases,paints, books, brushes,
wood, and clay, (3) first aid and emergency kits, (4) expenses for on-island excursions to local
art galleries, (5) expenses for training from local artists and licensed art therapists, (6) marketing
fees for an outreach to foster youth, (7) updated accounting software, (8) cleaning supplies, and
(9) refreshments for its life-enhancing Art Therapy Program for its current session; and
WHEREAS, the Department of Liquor Control supports programs and activities that
promote youth education and well-being in a drug-free and alcohol-free environment, such as
Humanity Hale's life-enhancing Art Therapy Program for at-risk youth; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 8 will be appropriated to the Department of
Liquor Control to provide a grant to Humanity Hale to assist with expenses related to its life-
enhancing Art Therapy Program for at-risk youth.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
