Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 428-24, reports as follows:
Resolution No. 428-24,transmitted by Finance Director Diane Nakagawa via Communication
No. 710, dated January 19, 2024, authorizes the Mayor to enter into an agreement with the
Hawai`i State Energy Office.
This resolution seeks to pursue a coalition application to the United States Environmental
Protection Agency Climate Pollution Reduction Implementation Grant program to access federal
funding.
Hawai`i County Research and Development Sustainability Specialist Jake Sykes,who was
present in the Hilo Chambers, gave a presentation on the federal funding available to the State of
Hawai`i and County of Hawai`i through a formula grant contained in U.S. Environmental
Protection Agency legislation,known as the Inflation Reduction Act.
Several members spoke in favor.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 428-24,.and.recommends its adoption.
