Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 427-24, reports as follows:
Resolution No. 427-24, transmitted by Housing Administrator Susan Kunz, via Communication
No. 698, dated January 17, 2024, authorizes the exemption of certain code requirements, pursuant to
Section 201H-38 of the Hawaii Revised Statutes, for the Kuakini Heights Affordable Housing Project
in Kailua-Kona, Hawai`i, covered by Tax Map Key: 7-5-003:007 (Area: 10.529 acres).
Kuakini Heights Housing Partners LP seeks exemptions from Hawai`i County Code provisions for
setback requirements, grading permit fees, building permit fees, and loading zone stall height
requirements and exemptions from conditions within change of zone district Ordinance No. 06-152
relating to Final Subdivision Approval, time constraints on completion of construction, the
development of a Salvation Army Complex, fair share contributions, and impact fees.
Anne Bailey from the Office of Housing and Zendo Kern, Planning Director, was available in
Chambers to answer questions. Representing the Developer, the Ahe.Group, President Makani Maeva
and Planner Keith Ishida were present and gave an overview of the project.
Chair Holeka Inaba announced that Housing Administrator Susan Kunz will be present at Council for
the first reading on this matter to respond to other questions that could not be answered today.
Ms. Maeva, Mr. Ishida, Corporation Counsel Elizabeth Strance, Mr. Kern, and Ms. Bailey responded to
inquiries from several Council Members.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 427-24, and recommends its adoption.
