REPORT OF THE <br /> POLICY COMMITTEE ON INFRASTRUCTURE AND ASSETS <br /> DATE: February 6, 2024 Re: Comm.No. 704/Bill No. 130 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:01 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Policy Committee on Infrastructure and Assets,to which was referred Bill No. 130,reports <br /> as follows: <br /> Bill No. 130, transmitted by Public Works Director Stephen M. Pause via Communication <br /> No. 704, dated January 3, 2024, amends Chapter 24, Article 10, Division 5, Section 24-279, <br /> Schedule 27 of the Hawai`i County Code 1983 (2016 Edition, as Amended), Relating to Parking <br /> on Pavement Prohibited at All Times. <br /> This bill adds parking restrictions for two segments of Kilohana Street that intersect with Ailina <br /> Street and Sunset Drive. Director Pause commented that Traffic Division typically makes these <br /> changes by request and as reviewed and applied against the typical road safety standards such as <br /> line of sight and ingress/egress. <br /> Council Member Cindy Evans expressed concerns about considering other streets possibly <br /> affected by the displacement of the vehicles that would not be able to park along this prohibited <br /> area. Specifically, she was concerned about the potential ripple effect of decisions made with <br /> unintended consequences. Council Member Evans asked if there was an analysis of the potential <br /> displaced vehicles possibly moving over to the neighboring streets.
