Your Policy Committee on Infrastructure and Assets,to which was referred Bill No. 130,reports
as follows:
Bill No. 130, transmitted by Public Works Director Stephen M. Pause via Communication
No. 704, dated January 3, 2024, amends Chapter 24, Article 10, Division 5, Section 24-279,
Schedule 27 of the Hawai`i County Code 1983 (2016 Edition, as Amended), Relating to Parking
on Pavement Prohibited at All Times.
This bill adds parking restrictions for two segments of Kilohana Street that intersect with Ailina
Street and Sunset Drive. Director Pause commented that Traffic Division typically makes these
changes by request and as reviewed and applied against the typical road safety standards such as
line of sight and ingress/egress.
Council Member Cindy Evans expressed concerns about considering other streets possibly
affected by the displacement of the vehicles that would not be able to park along this prohibited
area. Specifically, she was concerned about the potential ripple effect of decisions made with
unintended consequences. Council Member Evans asked if there was an analysis of the potential
displaced vehicles possibly moving over to the neighboring streets. She also asked if the
department would go back out in a few months and check on the status of the policy change.
Director Pause acknowledged the questions and will have more information available at the next
hearing.
Your Policy Committee on Infrastructure and Assets is in accord with the purpose and intent of
Bill No. 130, and recommends its passage on first reading.
