Please clroulate a SPY of this to all committee members and make this a numbered COmmunicatlon.
I am writing to offer testimony in opposition to the subject legislative proposals
submitted by the mayor and In support of the timely extension of Lako Street to Alii
Drive.
The arrrount of $3,000,000 was approved and appropriated for the Lako Extension
project as part of the $30,000,000 bond float (Ord. 99-21).
I understand that the mayor's proposal may compromise federal funding for the
Kahalui- Keauhou Parkway end that the cost of his proposal will be substantially
higher than Indicated. The idea is good for another access road but not at this time.
The geographical location of Lako Street would benefit the greatest number of people
in the event of an emergency and immediately reduce the traffic on existing feeder
streets. The mayor's proposal would not provide the same degree of benefits.
Time is of the essence. It is my understanding that the Lako extension can proceed
upon completion of an Environmental Impact statement on a single parcel of properly.
The Lako extension would tie in with the imminent mauka connection planned by the
private sector that will provide another access to Mamalahoa Highway and reduce
traffic on Hualalai Road. The proposed option would not.
In conclusion, there are many compelling reasons to start the Lako Street extension
immediately and to avoid opening up a financial can of worms with the mayor's
proposal. The county's resources are limited and the need is now. Also, doesn't it
make sense to Connect existing roads before we construct new roads? And. how can
we consider new projects when we are unable to complete what has been agreed?
For all the above reasons I ask you and the committee to reject subject proposals and
support construction of the Lako Street extension.
