Thank you for the opportunity to submit opinions regarding this proposed bill. I am submitting testimony in opposition to Bill 104 in its current form. Even though some requirements and language have changed it still needs work. The provisions are confusing. For example,Section 4, (k) (2)states that"all dwelling units on long-term rental properties must be leased," but(3) states that"a long term rental classification shall not be disallowed or ineligible by sole reason that the owner's principal residence is located on the same property." And what is the meaning of Section 4. (5) (A) "Real property with uses legally permitted as a home occupation in accordance with the zoning code;?" We would all agree that there is a housing crisis and more rental properties are needed. However, without a cap on assessed property values there is little incentive for property owners to convert to long term rental. And what's to prohibit owners who are utilizing the"Affordable Rental"class to switch over to"Long Term Rental" classification and thereby being able to raise the rental amount? I do not believe that this bill will make an appreciable difference in providing more long term rentals. urge the Finance Committee and the rest of the Council members to take time to receive feedback from community members and discuss the possible unintended consequences. There needs to be more dialogue and answers to questions before this bill goes to Council. Thank you for your consideration.
