HomeMy WebLinkAboutCOM 0647.003 2022-2024 P/GO AC Rc5.3s9-24 COMM.Ggl7 Re: Resolution 389-24: AMENDS THE RULES OF PROCEDURE AND ORGANIZATION OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 23, BILLS AND RESOLUTIONS Aloha Hawaii County Council Members, I respectfully OPPOSE passing Resolution 389-24, repealing Council Rule No. 23(1)(d), which requires that any bill or resolution that is amended at final reading be held over until the next regular meeting of the County Council. Decision making that doesn't consider public input is unlikely to represent the interests of the public. Allowing amendments at the final reading without the opportunity for public testimony undermines the values of openness and inclusivity core to the democratic process and discourages civic participation. • Why has this amendment been proposed?
