Dear Chair Evans,Vice Chair Lee Loy,and members of the committee,
My name is Garth Yamanaka, and I am the current president of the Japanese Chamber of
Commerce and Industry of Hawaii (JCCIH).The Japanese Chamber of Commerce&Industry of
Hawaii has been incorporated since 1951 and represents over 300 members of the business
community. On behalf of JCCIH,we are Opposed to Resolution 389-24 which repeals Council
Rule N. 23(1)(d).
The JCCIH understands the Council's initiative to enhance meeting efficiency through more
effective governance.However, it is crucial that any changes do not inadvertently streamline bill
passage without adequate public engagement. The importance of public input in decision-making
is highlighted by the following:
Informed Decision-Making:Public participation provides decision-makers with a
diverse range of perspectives and additional facts, contributing to more well-informed
decisions.
Democratic Process Enhancement:Public input is integral to any democratic process,
improving the knowledge base for decisions and ensuring a more transparent and
inclusive decision-making process.
Legitimacy and Trust: Incorporating public input fosters legitimacy and trust in the
decision-making process. It signals a commitment to considering the needs and concerns
of the community.enhancing the credibility of decisions.

Empowering Citizens: Engaging the public in decision-making empowers citizens by
giving them a voice in shaping policies that directly impact their lives. This empowerment
strengthens the democratic fabric of society.
The JCCIH acknowledges the gravity of legislative decisions and underscores the importance of
avoiding hastily enacted laws. We support an environment where through evaluation,public
input, and careful consideration become the hallmarks of effective governance. We want to
emphasize that making the legislative process more robust not only strengthens the quality of
enacted laws but also fortifies the trust between legislators and the community they serve.
