In order for the County and her residents truly to get a handle on the overpopulation of dogs and cats,the County needs to set up an Island wide spay neuter program for both species with clinics around the Island with County veterinarians. Continue to allow dogs and cats to be killed is unconscionable and unnecessary. Embrace the many successful programs on the mainland. 2. Cats also belong under the'Protection' agency part of the agency. Discontinue allowing the poisoning of the general outdoor population of cats. They are special, sensitive and useful animals, most often outside because of irresponsible actions by humans. 3. Set up an Island wide education program re animal treatment and why animals are special. 4. Open all the shelters to the public for adoption review and have regular visitor hours. 5. Set up an Island wide foster program for dogs and cats/puppies and kittens. 6.
