Aloha Councilmembers,
Thank you to Jenn Kagiwada for introducing this measure.The horrific animal attacks we've seen were totally
preventable. I hope any laws passed will include provisions for educating animal owners and the public, because many
people just don't know how to prevent animal escapes and aggression.
