Please pass Bill 131-24 without any restrictions or exclusions on routes to be considered. NO property owners or categories of land (Department of Hawaiian Homelands,State of Hawaii,Shipman,County of Hawaii,or myself)should be exempted categorically as part of enabling legislation. Rather,the large owners should be consulted, along with the public, in the study planning process. Goals should be to improve safety,transit flow, and emergency egress from South Puna. In this broader vision, providing an alternative route is only one option. Another could be to use Beach Road and/or Railroad as small, paved alternate evacuation route(s)while converting the man-made "Shower Drive all-day-long traffic-jam-causing traffic light"to a large roundabout to improve"Highway" 130 traffic flow. Finally, the County practice of incessant studying and not producing or serving should be changed by having firm deadlines, mileposts,and accountability measures.
