Subject: Bill 131 - PMAR Study Funding Testimony
Aloha,
I strongly urge the council to pass Bill 131.This proposed legislation is slated to authorize the acceptance of the state
funding to do a comprehensive study of
potential alternative routes for the Puna District.
Bill 131 complies with Resolution 416,which excludes HHL areas from this study
and expands the scope of the study to include the entire district-not just the makai
area. In short,the flaws of Bill 107 have been addressed in this proposed bill.
I am really pleased this last ditch effort to secure this funding came about.The lack of safe, alternate routes out of the
Puna is painfully clear.The passage of this legislation is the first step in resolving this issue.
