J�TV OF , <br /> COUNTY OF HAWAII f•_ " � • STATE OF HAWAI`I <br /> , ff,Tf OF 11'�'``•• <br /> RESOLUTION NO. 444 24 <br /> A RESOLUTION TO AUTHORIZE THE ISLAND OF HAWAI`I YMCA TO USE <br /> CONTINGENCY RELIEF FUNDS FROM COUNCIL DISTRICT 3, PREVIOUSLY <br /> AWARDED BY RESOLUTION NO. 411-24, FOR EXPENSES RELATING TO A <br /> MURAL PROJECT FOR ITS NEW HORIZONS YOUTH DEVELOPMENT PROGRAM. <br /> WHEREAS, the Island of Hawai`i YMCA is a 501(c)(3) nonprofit organization that <br /> supports local communities by implementing programs and activities in areas of youth <br /> development, healthy living, and social responsibility; and <br /> WHEREAS, Resolution No. 411-24, adopted on January 24, 2024, transferred $4,850 to <br /> the Department of Liquor Control to provide a Contingency Relief grant from Council District 3 <br /> to the Island of Hawai`i YMCA for a mural project for its New Horizons Winter Break Day <br /> Camp; and <br /> WHEREAS, the mural project was to be installed on the construction dust fence <br /> surrounding the property of the former Uncle Billy's Hilo Bay Hotel, however, due to the <br /> inability to secure consultation services, the project could not move forward; and <br /> WHEREAS, the Island of Hawai`i YMCA is currently working in collaboration with a <br /> consultant to help coordinate the mural project for its New Horizons Youth Development <br /> Program; and <br /> WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, a resolution <br /> transferring Contingency Relief funds to an accepting County department/agency shall identify <br /> the nonprofit organization and the specific program,project, event, activity, service, equipment, <br /> materials, or supplies for which the grant shall be used; and <br /> WHEREAS, Contingency Relief funds in the amount of$4,850, previously transferred <br /> to the Department of Liquor Control to provide a grant to the Island of Hawai`i YMCA, will now <br /> be used for the mural project of the New Horizons Youth Development Program, and funds will <br /> be used by June 30, 2024, to cover artist consultation fees and to purchase art materials for the <br /> mural project; and <br /> WHEREAS, the Department of Liquor Control supports the intent of this resolution; <br /> now, therefore, <br />
