Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an
additional $75,540 into the American Job Center-One Stop Program account. The
American Job Center—One Stop program is federally mandated by the Department of
Labor and Industrial Relations. The increased funding will cover expenditures related to
the additional costs incurred for rent and utilities generated by a recent office relocation.
Expenses are reimbursed by the federally mandated partners that are required to
participate.
The Department of Research and Development is requesting that this bill be waived from
the Finance Committee and be placed on the March 6, 2024 Council agenda in order to
expedite the receipt of these funds. If there are any questions,please do not hesitate to

Request to amend Ordinance 23-50, County Operating Budget for fiscal year ending June 30, 2024.
Increase the revenue and;appropriation in the American Job Center-One Stop Pgm account by$75,540.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The American Job Center(One Stop), relocated to 88 Kanoelehua Avenue, Suite A-204, Hilo, HI 96720 in
February 2023, which resulted in an increase in rent and utilities. This increase was not accounted for when
OHCD was creating the.budget for 2023-2024.
The partners at the AJC are invoiced and will reimburse the County for all AJC-related.charges.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
