A RESOLUTION TO AUTHORIZE THE ISLAND OF HAWAIʻI YMCA TO USE CONTINGENCY RELIEF FUNDS FROM COUNCIL DISTRICT 3, PREVIOUSLY AWARDED BY RESOLUTION NO. 411-24, FOR EXPENSES RELATING TO A
MURAL PROJECT FOR ITS NEW HORIZONS YOUTH DEVELOPMENT PROGRAM.
WHEREAS, the Island of Hawai‘i YMCA is a 501(c)(3) nonprofit organization that supports local communities by implementing programs and activities in areas of youth development, healthy
living, and social responsibility; and
WHEREAS, Resolution No. 411-24, adopted on January 24, 2024, transferred $4,850 to the Department of Liquor Control to provide a Contingency Relief grant from Council District 3 to the
Island of Hawaiʻi YMCA for a mural project for its New Horizons Winter Break Day Camp; and
WHEREAS, the mural project was to be installed on the construction dust fence surrounding the property of the former Uncle Billy’s Hilo Bay Hotel, however, due to the inability to secure
consultation services, the project could not move forward; and
WHEREAS, the Island of Hawaiʻi YMCA is currently working in collaboration with a consultant to help coordinate the mural project for its New Horizons Youth Development Program; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, a resolution transferring Contingency Relief funds to an accepting County department/agency shall identify the
nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; and
WHEREAS, Contingency Relief funds in the amount of $4,850, previously transferred to the Department of Liquor Control to provide a grant to the Island of Hawaiʻi YMCA, will now be used
for the mural project of the New Horizons Youth Development Program, and funds will be used by June 30, 2024, to cover artist consultation fees and to purchase art materials for the
mural project; and
WHEREAS, the Department of Liquor Control supports the intent of this resolution; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that it hereby authorizes the Island of Hawaiʻi YMCA to use Contingency Relief funds from Council District 3, previously awarded
by Resolution No. 411-24, for expenses relating to a mural project for its New Horizons Youth Development Program.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Director of Liquor Control and Director of Finance.
