We, Kupuna for the Mo`opuna, a hui of Hawaiian Homes Commission Act beneficiary kupuna
farmers from Pana`ewa, Hawaii, submit the following testimony in strong support of
Resolution 430-24.
Mahalo to Councilmember Kagiwada for Resolution 430-24. Mahalo, also, to Representatives
Ilagan, Nishimoto, and Tarnas for House Bill 2058 (2024) seeking to amend HRS Chapter 142,
establishing statewide requirements and penalties for owners of dangerous dogs.
We submit this testimony in support of the many victims in Hawaii County who have suffered
because of habitual irresponsible dog owners who are not held accountable due to the non
enforceable local ordinance, rendering authorities - police, animal control, prosecuting attorney,
the courts - powerless. Irresponsible dog owners issued criminal citations often walk away
without even having to pay a fine!
We remember with aloha nui beloved Bob Northrop, a kupuna gentleman and a recent innocent
victim of a horrific dog mauling death. Ke Kanawai Mamalahoe "Law of the Splintered Paddle"
was proclaimed by Kamehameha Nui declaring that all innocent people, especially the elderly
and the youth, have the right to walk about safely, unharmed. It became the first written law of
the Kingdom of Hawaii and remains in the State Constitution to this day. This kanawai continues
as a pledge of protection and as a reminder of duty for those who serve the people. Aloha, aloha
