Laws and enforcement are absolutely necessary before any more are injured or sadly killed due to inaction '1 =n-
We have a neighbor who harbors a violent dog. He has nearly attacked,to death,a neighbor's dog,who did not report
the attack to authorities to avoid conflict with that neighbor. Shortly after,the same dog attacked and mauled another
neighbor's dog.The second attack,the attacked dog was in his own yard,the attacking dog was on his unfenced property,
unrestrained:While police and ambulance were called,the police were unable to do anything because of the lack of
existing laws.This is absolutely unacceptable. No one should have to live in a neighborhood where they do not feel safe
because the laws will not protect them.
Owners need to be held responsible for their pets. I believe that Veterinarians, Police,Animal Control and EMTs need to
be required to report these incidents,as it is clear, that when volatile neighbors are involved,these incidents are not
reported by those injured, making in part,the situation we are now find ourselves in.
We encourage the passing of Resolution 430 and hope that County Council continues to do everything in their power to
change the way that these incidents are dealt with.
