Aloha County Council,
My name is Madeline Whitehill and I am a property owner in Kapoho, on land that is bordering
the old Noni Farms Road. I am writing this testimony in support of Kilauea Recovery funds being
used to pay for the reconstruction of Noni Farms Road. Since the 2018 flow, some of my
neighbors have been entirely cut off from accessing their parcels of land, which has been very
disruptive in their lives and completely halted their farming operations.Allocating grant money
to rebuild the road would be diligent use of the funds and would assist in off-setting the economic
hardship of the flow.
