Your Policy Committee on Health, Safety, and Well-being, to which was referred Bill No. 132, reports
as follows:
Bill No. 132, transmitted by Ashley L. Kierkiewicz, Council Member for District 4, via Communication
No. 721 dated January 29, 2024, amends the Parks and Recreation facility schedule, Chapter 15,
Article 8, Section 15-68.1 of the Hawai`i County Code 1983 (2016 edition, as amended), by renaming
Kahakai Park, the "Waiakahi`ula Beach Park" in recognition of its original place name.
Member Kierkiewicz said that a couple of months ago her office was contacted by community members
who had discovered archaeological features at Kahakai Park. There were accompanying historical
documents that had been located that mentioned the Native Hawaiian Village of Waiakahi`ula in that
area. Restoring the cultural place name is the first step in a journey of collaboration between the
community and the Department of Parks and Recreation in both education and preservation of this area
and its historical significance.
Committee Member Heather Kimball and Committee Chair Jenn Kagiwada offered gratitude for
bringing this bill forward. Chair Kagiwada requested that personnel from the Department of Parks and
Recreation be available at the next Council meeting to share their vision and support for this project.
Member Kierkiewicz agreed and said that she wanted to thank James Komata, Park Planner, who
worked on acknowledging the features that had been found there as well as on the preservation plan.
Your Policy Committee on Health, Safety, and Well-being, is in accord with the purpose and intent of
Bill 132, and recommends its passage on first reading.
