REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 20, 2024 Re: Comm.No. 728/Res.No. 438-24 <br /> PLACE: Council Chambers <br /> Kailua-Kona, Hawai`i <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance,to which was referred Resolution No. 438-24, reports as follows: <br /> Resolution No. 438-24, transmitted by Finance Director Diane Nakagawa, via Communication <br /> No. 728 dated February 1, 2024, authorizes the Planning Department to award funds to various <br /> nonprofit organizations through the Kilauea Recovery Grant Program. <br /> This resolution provides $3,293,400 in grant funds to various nonprofit organizations to provide relief, <br /> recovery,mitigation, and long-term resilience for disaster damages, losses, and suffering caused by the <br /> 2018 Kilauea eruption. <br /> Committee Member Ashley L. Kierkiewicz thanked all the people who testified. She provided some <br /> background and invited Recovery Officer Douglas Nam Le, who was available in the Hilo Chambers, <br /> to provide more background and answer any questions the Committee may have had. <br /> Committee Member Susan L. K. Lee Loy disclosed to the Committee that she may have a relationship <br /> with an employee of a recipient of these funds and asked Committee Chair Cindy Evans if she felt that <br /> she should recuse herself from the vote; Ms. Evans told Ms. Lee Loy there was no need to recuse <br /> herself <br /> Ms. Kierkiewicz disclosed that her son is a Kua 0 Ka La Public Charter School student and asked <br /> Ms. Evans if she should recuse herself from the vote. Ms. Evans saw no reason for her to recuse herself <br /> as well. <br /> Several members commented on this measure in support. <br /> FC Report No. 144 <br />
