In addition, and to further "entice" you, Bob Yanabu may also seek to amend the mayor's proposal with a revised plan that will be built to federal highway standards but will only extend from Kuakini Highway down to Alii Drive. I strongly urge this committee to REJECT any and all mauka makai plans proposed by the mayor for the following reasons: 1) To date, neither your committee nor the mayor has provided adequate details to our community about the mayor's proposal YET! We are still waiting for that public meeting to happen here in Kona as mentioned by Mr.Yagong at a Public Works Committee meeting held months ago. 2) At the public hearing held in Kona back in December 1999 regarding SCD Kahakai LLC, absolutely no one who testified asked for a mauka makai road like the one proposed by the mayor which would begin the construction of Alii Highway As I recall, when I testified, I asked for more mauka makai roads through other future subdivisions so that we could all have a hand in sharing our traffic. 3) The mayor's proposal will deplete funds that have already been appropriated to other more important projects like the completion of the Lako Street extension down to Alii Drive According to a county engineer who was involved with the construction of Lako Street and the Komohana subdivision back in the 80s, there were plans to connect Lako Street to Alii Drive back in 1988, Even Bob Yanabu confirmed that he looked at Lako Street in the early 90s and decided against doing the project because it would delay the construction of Alii Highway. If the county had begun the process of connecting Lako Street 5 years ago, we would probably have this connection by now. 4) The mayor is fooling you into believing that he cares about our evacuation routes. In reality, the mayor is only trying to begin his pet project (Alii Highway) before he leaves office. 5) For the the 5 of you who want to "save face" for your "screw-up" when you allowed your pal, Stanford Carr to close off his 100 acre subdivision to through traffic, do not do it at our expense! SCD Kahakai LLC's development could have had a lovely mauka makai access through it with lots of traffic calming devices installed to control speeding traffic. Unlike Royal Poincicana and Kupuna Streets, the half-acre and acre lots in this new development would have allowed homes to be buffered better from roadway noise. Shame on you!!!! 6) Finally, the mayor's proposal will cost us taxpayers at least $2.~ million which would be a complete misuse and waste of taxpayer dollars especially when this roadway could be financed by federal monies. Please reject the mayor's proposal and any revisions.
