Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 441-24 reports as follows:
Resolution No. 441-24,transmitted by Department of Environmental Management Director
Ramzi I. Mansour via Communication No. 732, dated February 1, 2024, authorizes the Mayor to
enter into an Administrative Order on Consent Agreement with the United States Environmental
Protection Agency proceeding under.Section 309(a) of the Clean Water Act, 33 U.S.C. §1319(a).
The agreement would establish a binding order on the County to remediate deficiencies in the
condition and maintenance of wastewater treatment facilities in Hilo, Kula`imano, Papa'ikou,
and Kealakehe. The Administrative Order on Consent outlines issues of concern and proposed
remedial activities the County would be required to undertake and complete prior to 2035.
Director of Environmental Management Ramzi Mansour and Corporation Counsel Elizabeth A.
Stance,who were both present in the Kona Chambers, provided information regarding the
background and purpose of the resolution..
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 441-24, and recommends its adoption.
