A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HOʻOULU LĀHUI FOR
EXPENSES RELATING TO THE PUNA FOOD SUMMIT, A COMMUNITY ACTIVATION EVENT OF REVITALIZE PUNA.
WHEREAS, Hoʻoulu Lāhui is a 501(c)(3) nonprofit organization dedicated to awakening Hawaiian culture, values, beliefs, and lifestyle in collaboration with the community to achieve unity,
harmony, and total well-being; and
WHEREAS, Revitalize Puna is a collaborative placemaking initiative co-led by the County of Hawaiʻi and local community members, aiming to bolster Puna’s recovery, readiness, and resilience;
and
WHEREAS, Revitalize Puna’s community activations serve as regular opportunities for Puna residents to connect with and access information, resources, and support from government agencies,
nonprofits, and other stakeholders; and
WHEREAS, Revitalize Puna’s resilience commitment focuses on strengthening local food systems by advancing neighborhood-level agricultural practices, increasing local food security throughout
the Puna region, and supporting niche-growing endeavors through value-added product development; and
WHEREAS, Revitalize Puna will feature the inaugural Puna Food Summit at its next community activation on Saturday, March 9, 2024, at the William “Billy” Kenoi District Park gymnasium,
providing a collaborative platform for learning, discussing policy development, and progressing towards a sustainable and resilient food system; and
WHEREAS, as the fiscal sponsor, Hoʻoulu Lāhui is working in collaboration with Revitalize Puna to help coordinate and support the Puna Food Summit that aims to increase access to food
cultivation opportunities for Puna residents; and
WHEREAS, Hoʻoulu Lāhui seeks funds to purchase plastic pots, cinder, composted mulch, plant and vegetable starts (seedlings), and fertilizer for distribution to the community at the
Puna Food Summit; and
WHEREAS, one of the goals of the Department of Liquor Control is to support alcohol-free and drug-free community events; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 4 will be appropriated to the Department of Liquor Control to provide a grant
to Hoʻoulu Lāhui for expenses relating to the Puna Food Summit, a community activation event of Revitalize Puna.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:
