Your Committee on Legislative Approvals and Acquisitions, to which was referred Resolution
No. 442-24, reports as follows:
Resolution No. 442-24, transmitted by Deputy Corporation Counsel Sinclair Salas-Ferguson, via
Communication No. 742, dated February 15, 2024, authorizes the acceptance of a quitclaim of real
property, described as Remnant Road Reserve, Parcel A, being a portion of Tax Map Key
No. 7-5-006-034 and containing an area of 1,794 square feet, situated at Lanihau 2nd, Kailua, North
Kona, Island of Hawaii, from the State of Hawaii, by its Board of Land and Natural Resources.
The County seeks to utilize this parcel for public parking.
Deputy Corporation Counsel Sinclair Salas-Ferguson, and Public Works Director Steve Pause were
available for questions. Mr. Pause provided printed satellite imagery of a map of the subject property
contained in Exhibit B of the resolution, and explained that this property is owned by the Department
of Land and Natural Resources and represents 14 parking spaces on Likana Lane. He stated that Public
Works is in the process of upgrading the parking lot by expanding it to the south for the addition of
31 more parking spaces. Chair Inaba commented that this parking lot is directly across Hulihe`e Palace
and Council Member Rebecca Villegas shared that there is an incredible need for parking in this area.
Pursuant to Section 13-12 of the Hawaii County Charter, the Council, on behalf of the County, may
accept gifts, including real estate or any interest in real estate.
Your Committee on Legislative Approvals and Acquisitions is in accord with the purpose and intent of
Resolution No. 442-24, and recommends its adoption.
