A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT IN THE GEOTHERMAL RELOCATION AND COMMUNITY
BENEFITS FUND TO ENHANCE THE FACILITIES AND PARK GROUNDS AT THE WILLIAM “BILLY” KENOI DISTRICT PARK.
WHEREAS, Chapter 2, Article 36, of the Hawai‘i County Code 1983 (2016 Edition, as amended), hereinafter “the Code,” established the Geothermal Relocation and Community Benefits Program,
which is administered by the Planning Department; and
WHEREAS, Chapter 2, Article 36, Section 2-179, of the Code, established a special fund known as the Geothermal Relocation and Community Benefits Fund; and
WHEREAS, pursuant to Chapter 2, Article 36, Section 2-181, of the Code, allowable expenditures for public purposes relating to the Geothermal Relocation and Community Benefits Program
include, but are not limited to, road improvements, water infrastructure, land acquisition, parks and recreational facility needs, civil defense, and mass transit improvements, provided
that appropriations are adopted by the Hawai‘i County Council after receipt of recommendations from the Planning Director; and
WHEREAS, funds from the Geothermal Relocation and Community Benefits Fund would be used to procure equipment, appliances, and other items to support and enhance the facilities and park
grounds at the William “Billy” Kenoi District Park, which include the following:
Pāhoa Aquatic Center: a timing system connected to all swim lanes and a digital scoreboard, which would position Pāhoa as a potential host for state-level and national competitive swim
events;
Pāhoa Neighborhood Facility (gymnasium): refrigerators and microwaves for the concession areas, digital scoreboards, and cleaning essentials (vacuums, brooms,
mops and buckets, blowers, and rakes), which would elevate service levels and community engagement; and
Park grounds:
A memorial plaque in honor of former Mayor William “Billy” Kenoi, which would include his photo, a link to a video documenting the park renaming event, and a narrative behind the installation
of a kou tree and a pōhaku (rock) that were dedicated to him for his numerous contributions to our community; and
A memorial plaque and a plant in honor of Madie Greene, a community leader and mana wahine (strong woman) of Puna, who was a key figure in the park’s development; and
WHEREAS, the Geothermal Relocation and Community Benefits Program was created to provide funding and support to address the needs and concerns of the Lower Puna region; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that in accordance with Chapter 2, Article 36, Section 2-181, of the Code, and with the approval of the Planning Director, the
following amount is hereby transferred and appropriated as set forth below:

BE IT FURTHER RESOLVED that $37,000 from the Geothermal Relocation and Community Benefits Fund will be utilized to procure the items as set forth in this resolution to enhance the facilities
and park grounds at the William “Billy” Kenoi District Park.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Mayor, the Director of Parks and Recreation, the Planning Director, and the Director
of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
