My name is Julie Hugo.
My purpose in attending today is twofold. I serve on the Board of Directors of Kalamapi'i and
witnessed firsthand the challenges encountered in opening a pre-school. My second purpose is
that of concerned mom, grandparent and Piihonua resident. _ v-
Thank you for the opportunity to testify this afternoon on Resolution 436-24. Communication
726. The vote on the motion to recommend adoption of the Resolution was postponed on
February 20, 2024, pending Research and Development providing information to the Finance
Committee and public, specifically R&D's presentation material prepared for March 19, 2024, '
and the draft RFP.
It is unfortunate that clerical error forced the cart before the horse, with Finance Committee
being asked to authorize a multi-year employment contract, before the March 19, 2024 R&D
presentation to Council.
However, it is my hope that the 2 -week delay has been beneficial and that the requested
information has been provided and therefor, Finance Committee members can move forward in
an informed way on this matter, with all parties involved recognizing the urgency to do what is
necessary to secure the ARPA funds. When I checked earlier today, that information had not
yet been submitted.
The big picture here is increasing capacity, putting preschool kids in seats. How many seats
have been added thru R&D's efforts to date?
A couple of weeks ago, I heard the announcement on Hawaii Public Radio that DHS was
increasing the amount families could receive toward their children's preschool tuition. The
dilemma is finding a seat for their child. Is there a baseline inventory of preschool seats and
waiting lists?
I'm interested in seeing a plan with concrete details and priorities based on interactions with
providers and consumers.
Last April, 2023, 1 met with Director Adams regarding KalamapiTs 100 Day Plan; that plan is
attached for purposes of transparency. Since then, I've met with the Mayor and Lt. Governor
regarding KalamapiTs efforts, as well as Councilmembers LeeLoy by appointment and
Kierkiewicz on the fly.
It is imp rtant that we work together on this, and not in a vacuum of information
ou� unity to whom early childhood education is important.

Thank you for the meet up last week to discuss Kalamapi'i PLAY School and its
aggressive 100 -Day Plan to be licensed at 183 Mohouli Street, Hilo, HI and open by
August 14, 2023, with community and County of Hawaii support.
Here are some important dates on the timeline needed to start school and have the
ability to use the $197,000.00 new earmark federal funding in our community. Please
see attached 12.21.2022 release. County support in terms of processing and
access to preschool funding will be essential.
By April 29th
- Get current hard copy building plans for 183 Mohouli entered into EPIC system if
required. Building was erected in 2005 prior to the electronic filing system.
- Kim Pierce, Executive Director of Kalamapi'i, has been in contact with Harry Boico at
the Building Division; he is looking to see if there is a current Certificate of Occupancy
on the Mohouli property. The property is zoned RCX-10, appropriately for the
preschool, however the property use is changing. The State (Department of Human
Services) will require a Certificate of Occupancy to be issued to ensure compliance with
capacity guidelines. 35 sgft/child for interior classroom space. This ultimately
determines the allowable student headcount and is essential for the operational
(staffing) and financial components of putting a new school together.
Week of May 1st
- DHS Licensing application to be submitted, to include schools operating procedures
and to ensure all staff have met requirements and completed background checks (90
day process). Kalamapi'i has completed this process before and is sure that it can do it
for the 183 Mohouli location.
As early as May 8th
- Plumbing construction could begin (County oversight on the process may be
necessary for timeline to be met). Installation of 3 keiki toilets is the work being done;
proposals for plumbing at $8,500.00 and repairs at $6,911.00 are attached. County
funding would be needed.
- Converting gravel covered backyard to grass, approximately 15x30 sq ft space, to
allow for outdoor play space. Also a DHS licensing requirement - see attached estimate
for $10,555.00, County funding would be needed.
- Any additional fire safety measures need to be evaluated (currently on site is a fire
alarm system and lighted exit signs). Some of these requirements will be dependent on
the Certificate of Occupancy number that is determined. County funding would be
needed if additional measures are required.
On or before July 30th
- All County approved plumbing work has been completed and DHS licensing can be
issued.
Aug14th
- Proposed first day of school
Aug 30th -Sept 30th is the federal funding window, Currently the Kalamapi'i
administrative team is working with the federal government to complete paperwork
required to receive the funding. Funding will not be released without a DHS license.
Kalamapi'i intends to run the school for the next 10 years at this location.
Kalamapi'i will get involved in other community needs for the 0-5 age demographic,
however, the set up of this school at this location is its primary focus at this time.

Next Steps:
Secure County funding for preschool in the amount of $26,046 and County assistance
to expedite permits and Certificate of Occupancy to meet this aggressive timetable to
access new earmark federal funding awarded Kalamapi'i.

Schatz Secures More Than Half A Billion Dollars In
New Earmark Funding For Hawaii Non -Profits,
Local Projects
At More Than $530 Million, Schatz More Than Doubles Last Year's Earmark
Funding For Hawaii
WASHINGTON - U.S. Senator Brian Schatz, chairman of the Senate Appropriations Subcommittee on 'transportation
Housing and Urban Development, secured 5530 million in new congressional directed spending, also known as earmarks,
in this year's government funding bill. At 5530 million, Schatz's earmark total this year more than doubles last fiscal
year's amount.
"We are bringing home more than a half a billion dollars in new earmark funding" said Senator Schatz. "These
earmarks will give local non -profits and projects more resources to serve communities across Hawai'i."
As a senior member of the Senate Appropriations Committee, Schatz worked with congressional leaders to ensure Hawaii
received its fair share of federal earmark funding.

'Aha Piinana Leo - 51,126,000
Funding will support the Punana Leo statewide Hawaiian medium early childhood language education system. (Schatz

County of Kauai Housing Agency - $7.772,000
Funding will support the construction of 145 affordable homes in KauaYs Lima Ola Community. Senator Schatz and
Senator Hirono secured a joint 58.49 million earmark in 2022 for the Lima Ola Community.
City and County of Honolulu - $11,987,000
Funding will suppoit the consti uction of three communally governed affordable housing projects in Honolulu.
Waimanalo, and Wahiawa. Each project will provide temporary housing and services to 80 loo people.
The Food Basket (Hawai'i Island) - $1,600,000
Funding will be used to develop an agriculture innovation park and food systems campus in Hilo to provide safe,
nutritious, fair, and affordable food to residents in the region.
Waimanalo Health Center - $2.000,000
Funding will be used for the construction of a new expansion facility providing oral health. vision. and nutritional

Funding will support the construction of a community center focused on Native Hawaiian culture in Wailuku, Maur,

coastal water quality, provide habitat, and other ecosystem services.

Funding will support the transplantation of corals from vulnerable locations to areas in West Hawai'i Island where coral
reefs have been compromised by coral bleaching and other stressors.
County of Kauai - $1,200,000
Funding will support efforts to restore a coastal wetland for flood mitigation, wildlife habitat, and water quality and
other ecosystem services for neighboring communities on Kauai.
County of Maui - $180,000
Funding will improve radio capacity to provide better service from first responders in West Maui.

Funding will support the capacity of local communities in Maui Nut, and on Oahu and Hawaii Island to co -manage their

trained crisis outreach staff that can focus on providing resources, assistance, and shelter.
Hawaii Department of Transportation - $10,000,000
Funds will be invested in electric buses, charging infrastructure, and new bus depots across the state. This funding %'Jilt
go towards HawaiTs Zero Emission Bus Program to help the state accomplish its goal to achieve a zero emission economy
by 2045. Senator Schatz announced an additional S55 million in federal funding for Hawat'1's Zero Emission Bus Progiam

Funding will be used to provide early intervention support for the highest risk families by healing trauma caused by

The Legal. Clinic - $120,000
Funding will be used to provide training for law students and other attorneys on the immigration consequences of
criminal convictions. and will conclude with a public education seminar on the intersection of criminal and immigration
