SUBJECT: Attendance of Council Members at the 2024 NACo Legislative
Conference
In accordance with H.R.S. Section 92.2.5(e), I am reporting the attendance of myself and
Council Members Cynthia Evans, Jennifer Kagiwada, and Susan Lee Loy at the 2024 National
Association of Counties (NACo) Legislative Conference in Washington, D.C., held February
10-13, 2024. This annual NACo Legislative Conference brings together some 2,000 elected and
appointed county officials to focus on federal policy issues that impact counties and its residents.
H.R.S. Section 92.2.5(e) provides that two or more members of a board, but less than a quorum,
may attend an informational meeting or presentation on matters relating to official board
business, including a meeting of another entity, legislative hearing, convention, seminar, or
community meeting; provided that the meeting or presentation is not specifically and exclusively
organized for or directed toward members of the board. The section further provides that at the
next duly meeting of the board, the board members shall report their attendance and the matters
presented and discussed that relate to official board business.
