RESOLUTION NO. 455 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE MERRIE
MONARCH FESTIVAL FOR EXPENSES RELATED TO THE 61ST ANNUAL MERRIE
MONARCH FESTIVAL.
WHEREAS, The Merrie Monarch Festival is a 501(c)(3) nonprofit organization that
perpetuates the memory and legacy of King David Kalakaua through an internationally
renowned annual celebration of hula and Hawaiian culture; and
WHEREAS,the week-long festival will begin on March 31, 2024, and includes an
invitational arts fair, cultural demonstrations, hula performances, and a parade that showcases the
many cultures of Hawai`i; and
WHEREAS, The Merrie Monarch Festival is requesting funds for expenses related to the
61st Annual Merrie Monarch Festival, which include (1) sewing consultation/service, velvet and
satin fabrics, bias tape, and thread to create costumes for the pa`u units in the parade, which
would also be used for future parades, (2) security/safety consultants for in and around the
parking areas due to buses dropping off keiki, and (3) replacement vinyl vertical blinds for the
office and dressing room areas for safety and privacy, which includes the removal and disposal
of existing blinds; and
WHEREAS, the Department of Parks and Recreation provides and facilitates a wide
variety of services to meet the needs of the community while maintaining the cultural uniqueness
of Hawai`i's rich heritage, diversity, and the aloha spirit; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that
Contingency Relief funds from Council District 3 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Merrie Monarch Festival for expenses related to
the 61st Annual Merrie Monarch Festival.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
