The following highlights of the HSAC Executive Committee meeting of February 11, 2000 aze hereby submitted.
The Secretary's Minutes of the Executive Committee Meeting of January 18, 2000 was approved (Attached for
information).
The Treasurer's Report for the month of December 1999 was approved (Attached for information).
Under Unfinished Business, the Executive Committee reviewed a listing of bills in order to specifically identify HSAC
proposals at the legislature.
I. Limited Liability for Counties (recreational activities). HSAC Bills are HB 1558, HB 2667, and SB 1370.
2. Accidents/injuries on Public Land. HSAC Bills are HB 2668, and SB 68.
3. Abandoned Motor Vehicles. Allows counties to set fee. HSAC Bills aze HB 2643, HB 2661, SB 2623, and SB
2614.
4. Abandoned Motor Vehicles. Increase fee to $5. HSAC Bills are HB 2644, HB 2662, HB 2203, SB 2624, SB
2615, and SB 2403.
5. Making an Appn for Cruise Ship Terminal Construction. HSAC Bills are HB 2654, HB 2212, SB 2680, SB 2303,
and SB 2300.
6. Intoxicating Liquor. Authorizes abuse and prevention program fmancing. HSAC Bills are HB 2658, and SB 2978.
7. Additional traffic fines for Counties. HSAC Bills are HB 2657, and SB 2379.
8. Water Conservation Tax Credits. HSAC Bills are HB 684, HB 1997, SB 2008, and SB 72.
9. Identification Cards. HSAC Bills are HB 2642, HB 2411, and SB 2752.
10. Limits landowner Liability. HSAC Bills aze HB 2641, HB 2656, and SB 2626.
11. Unadjudicated Traffic fines to Counties. HSAC Bills are HB 1524, HB 2669, and SB 1378.
12. Transient Accommodations Tax. HSAC Bills are HB 1515, HB 2670, and SB 1361.
13. Exempts County from GET. HSAC Bills aze HB 2645, HB 2671, HB 2931, SB 2627, and SB 3097.
14. Overtime Compensation for Police Officers. HSAC Bills are HB 1523, HB 2672, HB 22937, SB 1377, and SB
3103.
15. Public Service Company Tax. HSAC Bills are HB 1514, and SB 1364.

Under New Business, the Executive Committee took no action on Hawaii County's 2001 WIR Conference Budget
Proposal. During discussion, HSAC Treasurer Kouchi shared with the Executive Committee his proposed HSAC
Budget for the year 2000 -2001. A copy of that Budget is 'attached and submitted for your consideration and approval.
(Copy of proposed budget attached, ACTION REQUESTED).

Maui County announced that plans are being finalized for the HSAC Year -End Conference which will be held on the
island of Molokai, June 7,8 & 9, 2000. The conference site is expected to be the Molokai Lodge. As rooms are
limited, accommodations are also being offered at the Kaupoa Beach Camp, the Paniolo Camp, and at Kaluakoi. One
set of brochures on Molokai is available at the Legislative Auditor's Office..
The date and time of the next meeting of the Executive Committee will be announced at a later date.

I. CALL TO ORDER
The HSAC Executive Committee was called to order by President Rene
Mansho at 2:10 p.m. The following members comprised a quorum:

II. EXECUTIVE COMMITTEE MEETING MINUTES
The minutes of the December 16, 1999, Executive Committee meeting
were approved.
III. REPORTS OF THE TREASURER
The Treasurer's Report for the month of November 1999, was approved.
Your Committee noted that the conference account for the Year-End
Conference held in Kona has not been closed and requested that Hawaii
County undertake expeditious action to complete the necessary work.

The Conference account for the Mid-Year Conference held on Kauai
should be completed shortly. The County of Kauai is awaiting final billings
from the Sheraton Kauai Hotel.
IV. REPORTS OF COMMITTEES
A. Executive Committee Reports
The following report was received and placed on file:
1. From HSAC Secretary Nakamura reporting on the
actions taken by the Executive Committee in
conjunction with the 2000 HSAC Legislative Package.
B. County Reports
There were no county reports.
C. NACo Reports
President Mansho noted that she has recently been appointed to
Chair the Maritime and Ports Task Force. She also noted that
NACo's Transportation and Telecommunication Steering
Committee, of which she is a member, established the task force.
V. UNFINISHED BUSINESS
A. 2000 HSAC Legislative Package
President Mansho noted that all committee chairs that receive
referrals of bills included in the legislative package would be
receiving correspondence from HSAC requesting support for the
various proposals.
Alternate Swain recommended that HSAC submit a request to the
State House Committee on Finance and the State Senate's
Committee on Ways and Means to allow it to make a presentation
on its legislative package. The meeting could be structured similar
to the informational briefing that is scheduled for the respective
Mayors.
Your Committee agreed that such a meeting would be desirable
and authorized the President to coordinate the activity.

VI. NEW BUSINESS
A. HSAC Year-End Conference
Your Committee agreed to:
1. Approve the advance of $1,000 to the County of Maui
to allow it to open its 2000 HSAC Year-End
Conference checking account;
2. Submit names of individuals that played a major role
with regard to the establishment, or operation, of the
Association to the Executive Committee for its review;
and
3. Transmit an electronic copy of each county's
conference invitation list to the County of Maui.
VII. COMMUNICATIONS
There were no communications.
VIII. ANNOUNCEMENTS
A. .President Mansho announced that the next meeting would be
scheduled for February 11, 2000 at 3:00 p.m. on Oahu.
IV. ADJOURNMENT
There being no further business, the meeting was adjourned at 3:45 p.m.

RE: HSAC FY 2000-2001 ANNUAL BUDGET
Pursuant to the By Laws of the Hawaii State Association of Counties and as the Treasurer
of the Association, I am submitting the attached budget for Fiscal Year 2000-2001 along
with the budget details.
In preparing this next year's balanced budget, I have incorporated the following
assumptions and changes:
1. Interest Income projection same as last FY.
2. Conference Income to increase $2,000.
3. HSAC Dues will increase by $250.00 per county.
4. Fund Balance is estimated at $22,082.48
5. Auditing/Accounting will remain the same.
6. NACo Dues to increase by 2.8%
7. WIR Travel decreased $1,000 due to 2001 WIR Conference to be held Kona,
Ilawaii.
8. New 2001 WIR Conference account incorporated due to Hawaii hosting
conference.
It is my recommendation that the Executive Committee submit this budget by April 15 to
the Councils for consideration.
