Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 449-24 reports as follows:
Resolution No. 449-24, transmitted by Council Member Heather L. Kimball and Council
Member Matt Kaneali'i-Kleinfelder via Communication No. 754, dated February 21, 2024
demonstrates the Aloha Spirit and fosters peace, diplomacy, and unity within the County of
Hawai`i, the State of Hawai`i, and beyond.
This resolution seeks to promote peace, diplomacy, and civil discourse and to demonstrate
globally the values of understanding, cooperation, and peaceful coexistence with Aloha and to
observe the United Nations' International Day for Disarmament and Non-Proliferation
Awareness.
Member Jennifer L. Kagiwada moved to amend Resolution No. 449-24 with the contents of
Communication No. 749.1,which would reflect that the Hawai`i County Council supports and
urges the adoption of Senate Concurrent Resolution No. 13 by the Hawai`i State Legislature.
Senate Resolution No. 13 recognizes the ongoing conflict in Gaza and urges members of
Hawaii's congressional delegation to support the Ceasefire in Gaza Resolution introduced by
United States Congresswoman Cori Bush.
Several members spoke in favor of the amendment and was approved.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 449-24, as amended to Draft 2, and recommends its adoption.
